1.Conditions with Cargo Residues
According to the definitions and regulations outlined in the "Standards for Control of Water Pollutant Emission from Ships" (GB3552), cargo residues on ships are classified as ship waste. These residues include both those left on the deck and those within the cargo holds, regardless of whether the cargo is dry or has been washed with water. As such, they cannot be directly discharged into the water.
2.Conditions without Cargo Residues
If there are no cargo residues, oil stains, or other environmentally harmful materials on the deck or in the bulk carrier holds, and no detergents harmful to water quality have been used, current regulations do not prohibit cleaning the deck or cargo holds.
